Position Summary:
The Director of Compliance will hold the primary responsibility for managing and directing the River Division’s Regulatory Compliance and Safety Programs.  The Director of Compliance  will lead and work closely with the Vessel Quality Safety Environmental (VQSE) managers and other members of the Vessel Management Teams (“VMTs”) to align the vessel and shore-based teams with Marquette’s Safety and Environmental goals by driving our safety culture, compliance requirements and Safety Management initiatives in support of our internal and external customers.  The Director of Compliance will also drive communication and alignment across the VMT’s by ensuring the VQSE managers are properly qualified, trained and informed on all aspects of compliance, safety and company goals.
 
This position provides a unique challenge for a maritime professional who thrives on being able to identify weaknesses and risks and then is provided the opportunity to make the necessary changes for positive results.
 
The Director of Compliance will be comfortable climbing in a ballast tank aboard a vessel followed by an executive level meeting hours later.  The Director of Compliance must be able to effectively communicate with highly experienced rivermen with years of traditional interference-free operation with compassion and an understanding of traditional river culture.
 
This position requires an entrepreneurial spirit with a strong desire to proactively design and improve a Safety Management System that works for Marquette.  The Director of Compliance will cultivate relationships with regulatory bodies and vendors to maximize ease of operations.
 
Responsibilities:
  • Works with the VP of Corporate Compliance and Regulatory Affairs to establish and carry-out strategic plans to achieve safety and regulatory objectives and requirements.
  • Directs team of managers responsible for Safety and Compliance and assists those teams in carrying out programs and initiatives.
  • Assesses risk and suggests work safety standards.  Risk prevention areas include hazardous material exposure, accidents, fires, or other unsafe conditions.
  • Meets compliance and reporting requirements of federal and/or state regulations.
  • Advises management on problem correction and directs remediation.
  • Assists with planning, establishing, implementing, and maintaining a variety of safety of programs to assure the highest possible degree of safety for employees.
  • Makes recommendations for regulatory and safety training.
  • Compiles, analyzes, interprets and reports accident, loss, and exposure statistical data; prepares comprehensive recommendations for corrective action to eliminate or minimize potential hazards.
  • Maintains awareness of amendments to OSHA and USCG regulations and makes recommendations for their implementation.
  •  Accountable for managing execution of all critical regulatory compliance processes on a timely basis.
  • Ensures timely completion of accident/injury reporting.
  • Complies with and manages the company Safety Management System in support of continual improvement and management objectives, including as an active “author” of policy enhancements and revisions.
  • Maintains a strong understanding of regulatory requirements, code/policy changes and their impact on Marquette’ s business and Safety Management System needs; willingness to “jump into the regs”.
  • Performs additional assignments per the VP of Corporate Compliance and Regulatory Affairs direction.
 
Qualifications:
  • Marine industry experience is required.
  • Experience managing people and teams.
  • Strong communication (written and oral) skills required.
  • Ability to perform a variety of complicated tasks with moderate supervision required.
  • Excellent attention to details and proven ability to create and maintain sustainable compliance processes and procedures.
  • US Coast Guard experience in areas of investigation, boarding, marine safety, and inspections.
  • Demonstrated skills and proficiency in the use of Microsoft Office Suite required.
  • Travel 20%; regularly visit vessels in response to audit and emergency response requirements.
  • 24/7 Availability by phone and ability to attend crew changes after hours.
  • Knowledge and experience with risk assessment programs and document control.
  • Experience working in an ISO 9000 or ISM Code quality management / safety management system environment strongly preferred.
